As for a Tory majority being able to do whatever it wants in Ottawa, Harper said that isn't the case because of a Liberal-dominated Senate and bureaucracy appointed by Liberal governments.But should somebody point out to Harper that he's effectively invited the Senate to challenge his policies if he does manage to eke out a majority?

On foresight
