One way to see the drive for austerity is as an application of a sort of reverse Hippocratic oath: “First, do nothing to mitigate harm”. For the people must suffer if neoliberal reforms are to prosper.

Open-court federalism
Deceivin' Stephen is apparently pushing toward his party's goal of putting an end to bickering over equalization. After all, it's hard to classify the formal litigation which Harper is now demanding as mere "bickering".
