Alberta's finance minister
is expected to announce an eight-digit surplus for 2005, even after taking into account King Ralph's scheme to randomly throw money at the voters. Yet despite the city of Red Deer having
identified a desperate need to expand its services for the homeless in 2004, the city's current shelters
are now turning away record numbers of the working poor for lack of beds. Think there might be some parts of the province still in need of some visionary investment?
