A good start, but...
...it's hard to see how the Cons' proposed EI benefit extension for long-term employees can make much difference in the current path toward an election. If the benefit is passed quickly on its own, then there's still plenty of potential to go to the polls on a non-confidence motion in the near future; if the Cons try to extend their stay in power by delaying its passage (or attach it to anything contentious), then it doesn't look to be anywhere near enough to justify support from any opposition party.
